All monetary values are in constant 2023 Canadian dollars.

Organization Master
Complete roster of all tracked organizations with province, classification (charity, foundation, institution), size category, latest inflation-adjusted revenue, CRA business number, GAC identifier, data source determination (50% rule), association memberships, and outlier flag.
CRA Financial Detail
One row per organization per fiscal year (2015–2023). Full T3010 revenue breakdown across 12 line items (receipted donations, federal/provincial/municipal government, gifts-in-kind, etc.) plus expenditure breakdown (programs, admin, fundraising) with ratios. All values inflation-adjusted.
GAC Activity Detail
One row per GAC project activity. Includes project number, organization, recipient country with region/sub-region/income group, DAC sector codes at two levels, expenditure amount, consortium details, all 8 policy marker codes (0/1/2), and their computed expenditure allocations including the climate anti-double-counting matrix.
Geographic Expenditure
One row per organization × country × year. Unified CRA/GAC geographic data with the 50% rule applied. Includes country ISO code, M49 region and sub-region, World Bank income group, data source flag, and both nominal and inflation-adjusted expenditure.
Policy Markers
Every GAC activity tagged with at least one policy marker. Shows all 8 marker codes (gender equality, RMNCH, climate mitigation/adaptation, biodiversity, disabilities, child issues, indigenous issues) alongside their computed expenditure allocations, with country, sector, and humanitarian/development modality context.
Expenditure Ratios
One row per CRA-filing organization per year. Program, admin, and fundraising expenses with percentage ratios, total revenue, and international activity spending. Useful for efficiency benchmarking and overhead analysis by classification and size.
Sector Breakdown
One row per GAC activity with DAC sector classification at two levels (sector group and sector detail), plus DAC level-1 and level-2 codes, expenditure, country, region, humanitarian/development modality, and consortium details.

Data dictionary
Sources: CRA T3010 charitable return filings (Revenue Agency of Canada) and GAC Historical Projects Dataset — HPDS (Global Affairs Canada). All dollar figures are expressed in constant 2023 Canadian dollars adjusted using the Bank of Canada Consumer Price Index.
Coverage: Fiscal years 2015 through 2023. The dashboard tracks approximately 400 Canadian international cooperation organizations across both data sources.
Outlier handling: The Mastercard Foundation is flagged as an "outlier" due to its extraordinary scale (over $600M in revenue). It is excluded from most datasets to prevent skewing averages. Use the Foundations dataset for outlier-inclusive data.
Geographic 50% rule (FR7): Organizations whose GAC funding represents 50% or more of their total revenue use GAC geographic data; others use CRA geographic data. This is reflected in the data_source and geo_data_source columns.
Policy marker codes: 0 = not targeted, 1 = significant objective, 2 = principal objective. Climate markers use an anti-double-counting matrix to avoid allocating 200% of expenditure when both mitigation and adaptation apply.
Revenue breakdown (CRA): Government revenue = Federal (T3010 line 4540) + Provincial (4550) + Municipal (4560). Other sources include receipted donations (4500), inter-charity transfers (4510), non-receipted gifts (4530), revenue from outside Canada (4575), interest/investment (4580), and sales of goods/services (4640).
